getRandomValues: explicitly obtain a reference to the bytes in the passed ArrayBufferView

Does it make a copy (presumably?) or a reference. The latter seems unlikely as it wouldn't need to return anything in that case, but it's unclear and as written you would assume it takes a reference.

Hey @annevk 👋 getRandomValues() overwrites the data in the ArrayBufferView that's passed in in all implementations I tested. IMHO, it's indeed unfortunate that the method both mutates the data and returns it, but it seems that the spec describes this accurately, so I'll close this if you don't have any objections.

Interesting, that is kinda bogus. I still think changes are needed though. E.g., it needs to reference https://heycam.github.io/webidl/#dfn-get-buffer-source-reference.
