G183: Change mouse Pointer = hovering over the link causes a visual enhancement?

When I hover over a link the cursor changes to a hand, is this enough for: G183 "hovering over the link causes a visual enhancement"?

As we bumped the "3:1 contrast is more than just use of color, as it's a difference in lightness as well as color" part to the understanding doc, the additional visual enhancement is probably optional now.

Having said that, as the change to the mouse pointer is a fairly widespread de-facto standard in user agents, I'd count that, I'd count that as a visual enhancement yes (since it happens by default, it's then more a case of "don't actively block it from happening")

if the contrast is 3:1, then that's sufficient to normatively pass the SC. so not having any additional visual hint is not a failure technique for the SC, only a failure of best practice...
