Establish Guardianship of minor in Traveler Use Case

How is guardianship established in travel with minor case? Is it required for this use case?

@TzviyaSiegman Will you review the whole of the use case. We refer to this in the distinction section and in the details of the permission credential, but we might decide to clarify it more. I think we walking the line between duplicating the process as it sits today vs. what it could be in the future VC based world.

@stonematt I think the use case as it's written is fairly clear. Guardianship is not a part of it except in the scenario section. We may wish to remove any mention of the word guardian and simply state that HappyAir must confirm that Malathi is legally allowed to take Anand out of the country.

There was a request to simplify this story. We could focus on travel in specific countries and we could remove the commerce aspects.

In terms of duplicating today's process and VC-based world: the permission credential is where this gets confusing. We have completely replaced today's reality (in USA) in which parent A must provide a letter to document that parent B may leave country with child and get it notarized. The VC-based future in this use case requires mutual permission. We either need to flesh this out or go back to the current system. cc/ @jandrieu

@TzviyaSiegman - we don't address the upgrade (commerce) element very directly, so maybe it doesn't matter as much. The "permission to travel" element includes some issues like counter-signing from both parents or dual signature (what happens when you need permission from 2 parties). Is that the true "sticky wicket" in this case? cc/ @jandrieu

@TzviyaSiegman and @jandrieu We Decided to remove language related to guardianship and introduce the birth certificate VC to establish the relationship between parents and minor. Language to be added in a PR shortly.
