This will add the ZeroTier 1.16.0 binary to the vyos-build pipeline ahead of an incoming PR for vyos-1x

Add zerotier build

So far the agreement is that we should at least seriously consider integrating ZeroTier, since it's under a FOSS license again and many people keep requesting it.

We certainly need working packages for testing, so let's start building it.
