[Bug Report][3.9.3] V-stepper mouse icon looks like steps should be clickable but they aren't

Environment

Vuetify Version: 3.9.3
Vue Version: 3.5.13
Browsers: Chrome 138.0.0.0
OS: Mac OS 10.15.7

Steps to reproduce

Hover your mouse over any of the steps at the top of the v-stepper component

Expected Behavior

The mouse icon should remain the default icon because the steps are not interactive

Actual Behavior

It turns into a pointer icon, when it should remain the default icon because the steps are not interactive
