docs(AT-434): draft config id as first param

This PR provides a draft of docs for placing the [configId] as a first param of pathname. It requires significant changes in the Next.js, because we have to override the implementation of next-intl logic, responsible for request handling on server side, or Link and useRouter component implementation.
