Cypress testing for Scroll Buttons

Run cypress

• dev: npx cypress open
• ci using chrome browser: npx cypress run --browser chrome

There is an open issue related to using scrollTo which is scheduled to be fixed in Cypress 4.0.

Issues

• scrollTo only exists in Chrome. Electron is the browser built into Cypress. So we set Cypress to use Chrome and it works locally.
• Update Circle CI to use Cypress and Chrome.
  • Default Cypress expects to use npm not yarn, so did npm install and git add package.lock file.
