To sync code from volcano-sh/scheduler into volcano-sh/volcano, simply run with defaults.
To sync scheduler code back to volcano-sh/scheduler from volcano-sh/volcano, just switch values between
UPSTREAM_REPO_NAMEandOOT_UPSTREAM_REPO_NAME
