Blueprint Client Framework



**What is the feature request? What problem does it solve?**
A clear and concise description of what problem needs to be solved.

As a VDK user, I want the CLI to dynamically fetch new blueprints for the latest options and show them to the user 
The goal is to create the Python API which can be used by CLI or Notebook later.
