Notebook Job creation work with defaults

Describe the bug
When creating a data job using the Notebook UI, it should work with defaults regardless of connectivity issues .
It should be smart enough to detect if Control Service is not configured and ignore it.
if Control Service is unavailable it may print warning but local job creation should still happen.

Steps To Reproduce
Steps to reproduce the behavior:

1. Click VDK -> Create
2. Write a job name

Expected behavior

Local job is created.
If Control Service URL is set, then job is registered, if not then it is not.
