[BUG] [Go Service]Response 200 / 404 when key contain non-ASCII char in get keys api

To Reproduce
Steps to reproduce the behavior:

1. Go to this api

3. input key as : Key©§¥1
4. see response code is 200 ( files exist Key©§¥1)
