Velero tests reference old version

Bug Report

The velero package's test makefile still references version 1.5.2. That should be changed to 1.6.3

Expected Behavior

Old versions should not be referenced.

Steps to Reproduce the Bug

cd addons/packages/velero/1.6.3/test
make e2e-test
