SVGs are not loading

<I followed the instructions in storybook to build and deploy newport to my org where custom settings value is like "/resource/1559749458000/vloc_mg__MattNewportTest".

This issue occurs when I try to apply the custom settings to my site or community application.

What steps and/or code are needed to reproduce this issue?

You can add any collapsible block inside an omniscript. The block when expanded uses an svg_close for the close button symbol from the utility-sprite folder in assets/icons.
Make a test page for this omniscript in the site using Experience builder. To apply the custom settings to community, i also applied "Head Markup" value = () in the experience builder. When previewed in community, this page fails to load any svgs being referred from the nds static resource.

What did you expect to happen?

expected all svgs to load normally

What actually happened?

all svgs get a 503 load error
