It looks like this is done via the release pipeline on buildkite. https://buildkite.com/vllm/release

wait, no, nevermind - that pushes wheels to S3, but not pypi ...

ya that pipeline pushes wheels to S3, mostly used for per-commit wheels. The wheel for actual vLLM release is manually pushed to PyPI by @simon-mo (thought it's also built with this pipeline). We are currently keeping it this way for security...
