[Bug] ScenegraphLayer is not working in v9

Description

The ScenegraphLayer example is broken due to ScenegraphLayer not yet being ported to v9. This has downstream impact on a number of other examples that rely on it:

• Tile3DLayer
• Google 3D Tiles

In order to fix, luma.gl need to first implement GLTF rendering, an initial PR is being worked on here: visgl/luma.gl#1819
