feat(eve): let a provider say how much of an event it needs

Summary

Related to #1659. Final PR in the instrumentation-provider stack, based on #1819; the feature remains behind experimental.instrumentationProviders.

Providers can now choose capture: "metadata" | "content", defaulting to metadata. eve avoids building conversation content when no provider requests it, and content providers can coexist with metadata-only providers without exposing prompts, responses, tool payloads, exception details, or opaque provider metadata to the latter.

Metadata projections preserve only structural fields: lifecycle identity, timing, usage, finish reasons, action result type, and gateway cost/generation ID. They are immutable, including nested output and provider-metadata objects, so one provider cannot mutate another metadata provider's event. OpenTelemetry destinations that decline outputs also receive spans without exception events, event attributes, or status messages.

Validation

• Full eve unit suite: 6,172 passed, 1 skipped
• Full integration suite: 618 passed
• Capture/projection and structural file-length suites pass
• tsc -p packages/eve/tsconfig.json --noEmit
• pnpm docs:check; lint, formatting, and invariants pass
