Remove docker images from docker image registry when closing PR

See PR, this is currently not possible with GHCR.io in beta. Feature is coming "soon"

NOTE: this will be a Github container registry API specific implementation => won't be able to use other registries?
We should provide an escape hatch / flag

Update:

• We're still not able to delete packages from ghcr.io
• The only supported way to delete is packages REST API + PAT token. GITHUB_TOKEN is still not supported. ref
• No support for ghcr.io packages in GitHub's GraphQL API
