create_new_page should return page id #13
Description
the create_new_page function in onmanager.py does not return the page id returned from the COM call, so None is returned when onepy is used to create a new page. This means you don't get a handle to the new page like you do when creating notebooks, sections, etc using OpenHierarchy.
