Move redis-consumer HPA into the helm chart. #397

  • Update chart version to 0.2.0 and appVersion to 0.8.2
  • Move HPA configuration from addons into the helmfile.
  • Remove addons/hpa.yaml file and kubectl/implement/autoscaling make command.
  • Call kubens deepcell directly in creation make command.
  • Remove empty requirements.lock file.
  • Edit default secrets values.

Fixes #369 as it removes the failed make command entirely and relies upon helm to deploy the HPAs.
