KUBERNETES_VERSIONcan be set to 1.14, 1.15, or 1.16. However, 1.16 currently has an issue with deploying helm (#345). Considering we have tested the cluster extensively against 1.14 (and it is the default version in GKE), we should pin the version to 1.14 until we are ready to upgrade to version 1.15+.
