Issue link

It is impossible to run tests without building the client, so we need both requirement files.
It is impossible to work on client (e.g. add or fix a feature) without using both requirement files again.
So I merged them.
I also updated mypy to avoid errors like these. It is fixed in python/mypy#6463 a year ago.
