Possible to select disabled item in combobox with keyboard

Description

With keyboard navigation it's possible to select a disable item in a combo-box as value

Expected outcome

when key down is pressed and the next item is disable it should jump over it

We don't have official support for disabling items (although there are styles for disabled state). Closing in favor of #1373.
