Tooltip sizing issue / scrollbar

Description

Not sure where to report this.. but found a weird behavior in starpass with tooltips:

Expected outcome

No scrollbar :)

Let's check if this is something StarPass-specific (e.g. the custom theme in StarPass, or the position:fixed on the toolbar). If not, tooltip should probably have overflow:hidden regardless, and should in this situation move to the above position.

There is an issue with setting the correct position of the tooltip. It can be reproduced by applying indentation or a fixed position on the menu-bar dev page.
