Adds void bindEnabled(Signal<Boolean>) method to HasEnabled and Element. Introduces new Node Feature SignalBindingFeature that stores signal and registration in a Map. Only bindEnabled initializes the feature to keep memory consumption optimal when binding is not used. Fixes: #23035
