[Bug Report] ArrowVortex Linux branch creating and parsing stops with BPM changes (e.g. stutter gimmicks) incorrectly

Describe the bug
When creating a stutter gimmick in ArrowVortex on Linux, every stutter (except the first in the chart) cannot have notes placed at the beginning of the stop. This does not happen in ArrowVortex in Wine or regular stops.

To Reproduce

1. Create a new chart
2. Create a stutter
3. Use 4th snap, and try to place an arrow at the beginning of the stop.

Expected behavior
For the notes to go at the beginning of the stop
