Azure DevOps Server in Azure Government

Question, not an issue. What obstacles would there be to have source code stored Azure DevOps Server in Azure Government and CI/CD deployment to virtual machines in AWS Government Cloud?  

I have established CI/CD from Azure DevOps Services (Commercial) to Virtual Machines on-premise, but not sure what obstacles I'll encounter using Government cloud entities.
