Incurrs alot of warnings due to changes between node-sass and sass-dart, but keeps things to just enough updates to get to Node 22

Incurs a lot of warnings due to changes between node-sass and sass-dart, mostly related to deprecations coming for Sass 3.0, but keeps things to just enough updates to get to Node 22.
Skipping the Bootstrap upgrade, which hosed this last time.
Tested the build and that various components are working:
