Webapp Branch: Can't create a device/environment using UI

This problems also is in ota-lith. I can't create anything using UI and UI only forwards to HERE docs, nothing seems to be done. I tried to create an environment using UI but the localdb is not updated. So my assumption is UI doesnt know about other containers and not properly connected to them. User @jinlingyi also experienced this issue in https://github.com/advancedtelematic/ota-community-edition/issues/105#issuecomment-879931703 and https://github.com/uptane/ota-community-edition/issues/1 but I can't see how he/she solved it.
