Creating API Keys from Templates does not work

version : 4.25.0+f4f3e3c

take for example this custom permsision token:

when i say "Copy Template" i have this in the clipboard:

?name=readonly+and+vm+and+docker&scopes=me%3Acreate_any%2Bdelete_any%2Bread_any%2Bupdate_any%2Cactivation_code%2Bdocker%2Bvms%3Aread_any%2Bupdate_any

then I want to use this string to create a new API Key via "Create from Template", paste it there and press Apply:

Leads to an empty page with the template in the URL:

Would expect to see a pre filled API Token form.

This would be super helpfull to provide a template for users of third party apps to easily create matching tokens without allowing all.
