[New Feature]: Investigate how to bypass OGC registration

Currently, a user can only work with DAGs if they are first registered via the OGC API. Investigate (and impement in a branch) how an SPS deployment would git-sync directly with the Airflow DAGs folder.

What’s the use-case for this? Is this the DAG or the application under it?

It's the DAG. The use case is to support project that will want to interact with Airflow directly.
