Update proxy route name `ui` -> `portal`

During a discussion about the how the UI/Dashboard/Navbar is accessed, we agreed that a name that better reflects the nature of this application should be used. The label of "portal" is what we agreed better describes the nature of this application.

This ticket addresses the need of updating our proxy path to reflect this change and also update the project's excel document that contains paths to our services.

U-CS team will also need to update the bootstrapping process for new venues/mgmt-console deployments

For consistency, I'll be updating other areas where we use the term ui to be portal.
