Describe the bug

After deploying STAC Browser + ALB via terraform, https://www.test.mdps.mcp.nasa.gov:4443/data/stac_browser/ does not load catalog.

It looks like DAPA_API_URL_BASE is hard coded to dev https://d3vc8w9zcq658.cloudfront.net/am-uds-dapa but should be parameterized
