[New Feature]: Implement DELETE endpoint for granule

Support DELETE request for collections/{collectionId}/{granuleId}

Related feature ticket: unity-sds/unity-project-management#225

Run cumulus delete, DS catalog delete, then S3 delete. If any operation fails, return meaningful failure message.
