Generate Stage-out User Documentation

Generate stage-out user documentation that explains how to do at least the following:

1. How to setup the "output_collection" variable in the "parameters" section of the CWL json parameters file
2. How to setup the "stage_out" section of the CWL json parameters file, e.g., the "staging_bucket" and "collection_id"
3. How to build properly build Collection and DataSet objects in the process.ipynb for the application package
4. How to test stage-out "locally", e.g., in the JupyterLab environment
