Formerly "CMR Deployment" which is an implementation detail that may not come to pass.

This is descoped from the prototype, but still a need for earth and planetary data. Ideally we have a single solution that accomplishes both, but this might become different systems for domain specific search OR a decision can be made to make a very flexible system (like elasitc search) that end users can do their own searches on, but also allow us a striaght forward way to integrate with systems like PDS or CMR

Descoped due to difficulties with the CMR deployment, uncertainty over using a enterprise version, and long term vision of planetary my make require us to make this decision later.
