Create mock SNS topic to represent DAAC and mock lambda that publishes CNM-R

Mock lambda needs to return CNM-R with random success / failure.

SNS and lambda should be deployed to JPL AWS.

The lambda should try downloading the files from S3 to ensure that the buckets have correct access.
