Update stage in task to use relative path for href in STAC

1. Stage-in needs to use relative path in STAC catalog and writes the STAC to same directory as where data is downloaded
2. Stage-in needs to write STAC compliant catalog
3. Stage-in needs to read full CMR STAC and only download data assets
