This submission completes the Unified Symmetry Track for Arkhe(N) as requested in BLOCO 380. It establishes the "Observer Symmetry" as the generator of the six previously identified symmetries (Temporal, Spatial, Rotational, Gauge, Scale, Method).

Verification passed for both new logic and existing simulation tests.
