LIBDRUM-748. Implementation of "wufoo-feedback" REST endpoint

Added a "wufoo-feedback" REST endpoint to construct the Wufoo form URL that the Angular browser should redirect the user to when providing feedback,

The controller class pre-populates the URL with form field defaults, using query parameters as described in the Wufoo "URL Modifications" page (https://help.wufoo.com/articles/en_US/kb/URL-Modifications).

An additional configuration parameter "wufoo.feedback.formUrl" was added to the "local.cfg.EXAMPLE" file, which is the base URL of the Wufoo form redirect.
