[devbox] Update go to 1.20.5 and golangci-lint to 1.53.3. (gravitatio…

The go and golangci-lint dependencies have been updated to 1.20.5 and
1.53.3 respectively in devbox. The go dependency will take quite some time
as it appears that many of its dependencies need to be recompiled as part of
this.
