Could you provide any additional info? Did you move ltg file from default location? Maybe you are using some specific external tool to modify it?Regarding leaks - I've raise an issue in ReSharper bug tracker https://youtrack.jetbrains.com/issue/RSRP-481059

Hello,
the only semi workaround I have been able to find is to suspend and resume Resharper each time I do changes to the template.
From the history I saw that this is a recurring bug and hope that can be fixed definitively.
In my case is frustrating because my machine is not powerful and the operation to suspend-resume takes time due to R# high resources usage (and after a while I am forced anyway to restart VS because R#, in each operation accumulate additional usage of RAM which never release).
