Set up CODEOWNERS file #13
Description
To protect what will be the future production branch (currently named "dev") set up a ruleset and CODEOWNERS file that will:
- only allow pushes to branch through pull request
- require each pull request to be approved by a Code Owner
- Block force pushes
- set global CODEOWNERS to be EUK developers team
- only allow Code Owners to edit CODEOWNERS file
