[ISSUE] At least some rules active after disabling firewall and rebooting

Describe the bug
If I have the firewall disabled, and reboot the device, the firewall shows as "disabled," but I can't connect to the device (or ping it). If I enable the firewall, and then disable it again, then I can connect to the device.

Had this on stock A13 for some time now, thought it was just me...
