Description

Currently the FMS library was built without AVX compile option, which is different from original library build when FMS was moved out of ufs-weather-model and built as a library. The build flag on hera will be updated in FMS repo and the ufs-weather-model will use the updated FMS library.

The RT results will change due to this fix.

This is fixed in PR#778., close issue.
