Load modules for each task on job-card level (rocoto XML)

Description

• Use the date utility of prod_util for PTIME and NTIME.
• Remove the module load from the ex-scripts.
• Make each task load the modules on the job-card level (rocoto xml file).

Anticipated changes to regression tests:

• Is baseline change expected ?
