Create regression tests for CHGRES_CUBE

Create regression tests for chgres_cube. At a minimum, the tests should...

• Run on Jet, Theia, Cray and Dell.
• Test several grid configurations (i.e., global uniform, regional, etc).
• Test all possible input data sources (gfs sigio, gfs nemsio, fv3 nemsio, fv3 tiled history and fv3 tiled restart).
• Test different task/thread counts.

This project was started under Vlab issues 65761 and 65495.

Successfully tested on Hera and Jet. Will run one more test on Cray and Dell when they return from maintenance. If successful, will initiate a pull request.
