adding path to emberprecompile to parameters.yml

as this path may be different based on host system, i'd suggest adding this parameter to the parameters.yml.dist file to allow users to adjust this value based on thei environment (/usr/local/bin/.. in my case)

I think you have to add this parameter to the ember.yml file so the path is actually used!?

@weyandch Great find. It's on my list of annoyances that I have to symlink this on my mac to get ember-precompile to run. If this config option works then please change this PR to:
emberprecompile.bin: '/usr/bin/ember-precompile'
in parameters.yml.dist
and then add
assetic.filter.emberprecompile.bin: "%emberprecompile.bin%"
to ember.yml.
