This is an experiment to see if we can get Github to post to Teams when a new PR is created. It uses an "incoming webhook" integration with Teams, where Teams generated an URL for the webhook to use.
The URL is stored in Github as a "repository secret" with the name TEAMS_WEBHOOK_URL. When we migrate to git.uc.edu that repository secret will need to be copied forward. I expect the integration to continue to work since git.uc.edu can run webhooks, and Teams doesn't need to care who is posting to that webhook URL.
