Notification envelope icon is not clickable for widget sharing requests

If a Materia user has a notification indicated in the upper-right of the app, the envelope button does not respond upon click. The browser console does not report any errors. This is happening in our new, containerized instance of Materia 10.3. It occurs in multiple browsers.

As a result, the user is not able to review the notification and/or respond to the request for widget permission or notification of a widget being shared with them.

We identified and addressed this issue prior to 10.3's release, though it was one of the final commits on the branch: 827fcd6

Can you verify:

1. The version of the app image that was deployed is v10.3.0, and not one of the -alpha releases?
2. The issue persists after clearing the browser cache?
3. What browsers did you test?

Thanks for the info, Corey. I think you've had some conversations with Mike Neuliep, who has been leading the effort to get 10.3 up and running for us at UTK, to replace our old 8.x instance. He assures me that we're on the 10.3.0 release (not alpha).
