--drc_rundir (potentially others) seems to be ignored in hierarchical #475

See title. I don't have a lot of time to debug this right now, but I'll look into it more after this tapeout.

Perhaps treating this as a prefix would make sense. So --drc_rundir=my_build makes the working dir for module A in $OBJ_DIR/my_build/A?
